Kaplan Kirsch & Rockwell has been working for more than six years on efforts to bring commercial airline service for the first time to Paine Field, outside Seattle.  After an extensive public process, including an environmental assessment and a supplement to that document, the new terminal is set to open later this winter.  It will open with 24 flights from two airlines.  The Firm has represented the terminal developer in the unique public-private partnership in its financing, negotiations with carriers, and other service providers and regulatory matters.  The website “Points Guy” recently posted a lengthy review of the new terminal.
