Kaplan Kirsch & Rockwell congratulates Paine Field/Snohomish County Airport for being named the 2019 recipient of The National Council for Public-Private Partnerships (NCPPP) 2019 “Innovation Project Award.” The award is for the nation’s first true public-private partnership (P3) to operate an airport’s commercial passenger service.
Paine Field is the site of the first privately designed, built, financed, operated, and maintained (DBFOM) passenger terminal within a publicly-owned airport in the United States. The uniquely structured P3 arrangement between Snohomish County and Propeller Airports—the private equity firm responsible for the DBFOM—allows the County to deliver first-class airline passenger services while focusing on the needs of its largest tenant, Boeing’s wide-body aircraft manufacturing facility.
