Kaplan Kirsch & Rockwell congratulates Paine Field/Snohomish County Airport for being named the 2019 recipient of The National Council for Public-Private Partnerships (NCPPP) 2019 “Innovation Project Award.”  The award is for the nation’s first true public-private partnership (P3) to operate an airport’s commercial passenger service.

Paine Field is the site of the first privately designed, built, financed, operated, and maintained (DBFOM) passenger terminal within a publicly-owned airport in the United States.  The uniquely structured P3 arrangement between Snohomish County and Propeller Airports—the private equity firm responsible for the DBFOM—allows the County to deliver first-class airline passenger services while focusing on the needs of its largest tenant, Boeing’s wide-body aircraft manufacturing facility.

Kaplan Kirsch & Rockwell is proud to have represented both the County and Propeller Airports in this groundbreaking project.  The award will be presented at NCPPP’s annual conference, P3Connect, on May 15th in Denver, Colorado.
