Kaplan Kirsch & Rockwell prepared a short briefing paper for local governments about their obligations for spending revenue from aviation fuel taxes.  Any government agency that levies a sales tax that applies to aviation fuel has until early December 2015 to submit an action plan to the Federal Aviation Administration describing how they are going to come into compliance with federal law.
